The Foundation is sponsored by Overseas Chinese Affairs Office of the State Council and aims at to provide education and activities of Chinese language and culture to overseas Chinese people and young students. CZU has hosted a number of cultural programs and will continue to hold seminars for the Principals of overseas Chinese language schools, to provide training courses for overseas teachers of Chinese and to compile more textbooks for Chinese teaching.
